Title: Evaluation of the HELP CETL Capital Programme: buildings and equipment

Abstract: The aims and scope of the HELP CETL capital programme are to identify and in selected cases, provide infrastructure and facilities necessary to support or enhance the delivery of HE in FE. This includes the purchase of capital equipment, or providing financial support toward the building / refurbishment of facilities. The HELP CETL capital programme has been successful in delivering targeted strategic and current improvements to the UPC HE in FE student and staff experience. While it is premature to reach finite conclusions regarding the longer term consequences of its work; this formative evaluation presents a timely opportunity to reflect on a two year implementation cycle and to capture the progress and impact so far concerning: [i] the effects on HE in FE professionals; [ii] the effect on the student experience, including emerging teaching practices and learning designs. The report highlights joined up thinking in practice by illustrating the integrated nature of the capital programme within the wider CETL programme and the operating practices that facilitate the work. The report includes an analysis of outcomes achieved and lessons learned, including the unexpected, to distil the national and institutional impacts and implications. As well as detailing outputs, the report highlights the process learning that has been achieved. We believe this aspect of our work will be of significant interest to those who may wish to adopt a similar process in the future. This evaluation outlines the rationale for undertaking the work, and adds to the evidential base upon which future work will proceed. The HELP CETL capital deployment was designed to supplement and complement existing plans, involving a range of agencies, to develop high quality accommodation and facilities for the work of UPC in Plymouth and develop a network of purpose built or refurbished HE facilities across the region. The CETL capital funding has been balanced between meeting the needs of learners now, and supporting larger scale and longer term developments.
Description: The content has four key audiences: [i] HE in FE academic and support service practitioners undertaking CPD/educational research and scholarly activity; [ii] Managers, services or institutions involved in promoting or supporting the development of research and scholarly activity in an HE in FE context; [iii] Researchers investigating research and scholarly activity in an HE in FE context; [iv] Institutions involved in the enhancement and or dissemination of research and scholarly activity in an HE in FE context
